Eligibility Criteria

To qualify for the Passe Livre program, applicants must meet two key requirements

  • Disability StatusThe individual must have a recognized disability, which can be physical, mental, auditory, visual, multiple, or related to chronic renal disease.
  • Financial NeedThe applicant must demonstrate financial need, typically by being enrolled in the Cadastro Único (CadÚnico) with a per capita family income of up to one minimum wage, or by being a beneficiary of the Benefício de Prestação Continuada (BPC), code B87, through the Instituto Nacional do Seguro Social (INSS).

Additionally, if the individual requires an accompanying person during travel, this can be registered through the Passe Livre system, provided that a medical professional certifies the necessity.

Traveling with an Accompanying Person

Beneficiaries who require an accompanying person during travel can register this need through the Passe Livre system. A medical professional must certify the necessity, and once registered, the accompanying person does not need a separate Passe Livre credential. However, they must present valid identification when purchasing tickets or boarding.
